Because it's a beta.

3.2.13 isn't that much of a beta, it's a release compile at a point in the tree
right before Olli took the old layouter out. It's so you can have a nice,
stable browser since the last release (3.2) had a nasty buffer overflow
nuke bug, and the latest beta (3.3.95 onwards) isn't yet complete.
